Fractional CMO vs marketing agency
The CMO decides what to do. The agency does the work. Many businesses use both.
In short
- CMO: direction and accountability for the plan
- Agency: delivery of specific work
- Without a strategy owner, agency work is hard to judge
- You can use both together
The full answer
A fractional CMO decides what marketing to do and holds the work to a plan. A marketing agency carries out specific work such as ads, SEO, content, or design. They solve different problems, and many businesses end up using both.
What is the main difference?
Think of it as direction versus delivery. The fractional CMO is accountable for the plan: the priorities, the budget split, and whether the work serves the goal. The agency is accountable for doing its piece well: running the ads, writing the pages, producing the posts. One is a leader, the other is a service provider.
Side by side
| Fractional CMO | Marketing agency | |
|---|---|---|
| Main job | Strategy, priorities, direction, reporting | Executing defined work such as ads, SEO, content, design |
| Who is accountable | The plan and its results | Its own deliverables |
| How it is paid | Monthly retainer for senior time and scope | Retainer or project fees for the work |
| Conflict of interest | Low: no ad spend or hours to resell | Can be higher: paid more when you spend more |
| Best when | You need direction and someone to run the vendors | You know the strategy and need hands to execute |
When does an agency make sense?
When you already know what to do and need capacity to do it: you have a clear plan, a defined channel, and someone internal who can brief and judge the work. An agency can also be the right choice for a specialized piece such as paid search or video production.
When does a fractional CMO make sense?
When you do not have a strategy owner. Without someone setting direction, an agency tends to fill the gap with whatever it sells, and you cannot tell whether the work is the right work. Several firms that sell fractional services report that businesses without a strategic leader cycle through agencies, but that is a vendor claim, not a measured fact, so treat it as a pattern to check against your own history rather than a statistic.
Can you use both?
Yes, and it is common. A fractional CMO builds the plan, then briefs and manages the agencies, freelancers, and staff who execute it. The CMO can also review an existing agency's work and tell you honestly whether it earns its fee. In our Embedded level the CMO also ships work directly, so you may need fewer outside vendors.
What to ask either one before you hire
- What exactly will I receive each week and each month?
- How will you report results, and what would make you recommend we stop something?
- Who does the work, and will I speak to that person?
- What do you get paid more for if I spend more?
How to review an agency you already have
- Ask for direct access to the accounts and the data. They are yours.
- Ask what the work was supposed to produce, then compare it to what it did.
- Ask what they would stop doing if they were spending their own money.
- Check whether the report shows results or just activity.
A fractional CMO can run this review for you and tell you honestly whether the agency earns its fee.
Common questions
Is a fractional CMO cheaper than an agency?
It depends on scope. A fractional CMO costs less than a full marketing team but you may still pay others to execute. Compare what you actually receive, not the headline price.
Does a fractional CMO replace my agency?
Not necessarily. The CMO can direct the agency, review its work, or replace it if it is not earning its fee.
Who should own the ad account?
You should. Whoever you hire, the accounts, logins, and data belong to your business.
What if I already have a marketing employee?
A fractional CMO can lead and coach that person. Marketing hires can struggle when nobody sets direction.
How long before I see results from either?
SEO and AI visibility build over months. Direct response work such as ads can move faster but costs money each day it runs.
