HOAs and artificial turf in Texas

Texas Property Code Section 202.007 stops a property owners' association from prohibiting drought-resistant landscaping or water-conserving natural turf, though an association may require a plan for review and may restrict the turf type for new planting. The statute talks about natural turf. We found no source extending those protections to synthetic grass, so an HOA may be able to restrict artificial turf under its own covenants. Check the declaration and, if there is a dispute, talk to a Texas attorney. A 2025 bill proposed changes to the review requirement, so check the current statute text.
